Customs brokerage

We have been customs brokers since 1982. The first decision in any file is which customs procedure the goods will be placed under: release for free circulation, a stay in a customs warehouse, processing and re-export, or temporary admission. The declaration, the duties and the documents required all follow from that decision.

Koparan Gümrük Müşavirliği

We make that decision with you at the start of the file. We prepare the declaration under all eight customs procedures set out in the Turkish Customs Law, for free zone operations and for re-export, destruction and abandonment, and we gather the permits and documents each procedure needs.

The duties payable are shaped mainly by the tariff classification (HS code), the customs value and the origin of the goods. Depending on the goods and the payment terms, VAT, special consumption tax (ÖTV), additional customs duty, additional financial obligation, the KKDF levy or anti-dumping duty may also apply; some goods also need a surveillance document.

What we do

Import

  • Declaration. We compare the invoice, the transport document and the origin document, determine the HS code, customs value and origin of the goods, and lodge the declaration for release for free circulation on that basis.
  • Permits and controls. We establish at the start of the file whether the goods need an import permit, a surveillance document or a TAREKS inspection, and where possible we start the applications through the Single Window System before the goods arrive.

Export

  • Declaration. We prepare the export declaration against the invoice and packing list, in line with the schedule of your mode of transport.
  • Origin documents. Issuing and certifying EUR.1, A.TR and certificates of origin.
  • Free-of-charge exports. Consignments with no payment involved, such as samples, promotional material or replacements under warranty.

Transit

  • National transit. Goods passing through Türkiye, and goods moved to an inland customs office on import. The guarantee is provided by an authorised guaranteeing body. Details: national transit and NCTS.

Customs procedures with economic impact

  • Customs warehousing. Goods held in a customs warehouse without paying import duties.
  • Inward processing. Imports, exports and closing of the inward processing authorisation (DİİB).
  • Temporary admission. Goods brought in for a limited period, such as exhibition items, samples and project equipment, including goods under an ATA Carnet.
  • Outward processing. Goods sent abroad temporarily for repair or processing, and their return.
  • Processing under customs control.

Free zone and other operations

  • Free zone. Entry into, exit from and operations within the zone; we have an office in the European Free Zone, Tekirdağ.
  • Re-export, destruction and abandonment.

Advisory

  • Regulations. Customs and foreign exchange regulations; incentive and exemption schemes.
  • Investment incentives. Imports under an investment incentive certificate.
  • Binding tariff information. Applications to the customs administration for an HS code ruling.
  • Settlement and objection.
  • AEO and approved person status. Preparation for the application and support through the process.

Together with transport

  • In the same file. When we also run the freight, the invoice, the transport document and the declaration are checked against each other within the same team.

How an import file moves

1Initial checkThe invoice, bill of lading and origin document are checked against each other.
2Tariff classificationThe tariff heading of the goods and the duty rates that follow from it are determined.
3PermitsRequired permits are obtained through the Single Window System (TPS); their numbers are entered on the declaration.
4DeclarationThe declaration is prepared and registered.
5InspectionDepending on the declaration's channel (green, yellow, red), the documents or the goods themselves are checked.
6ReleaseDuties are assessed and paid, and the goods are released.

This is a general outline; depending on the nature and tariff classification of the goods, different steps may apply.
