What is a tariff code (HS/GTİP) and how is it found?
Every duty you pay and every permit you need at customs derives from the goods' 12-digit tariff position. A wrong code means wrong duty, wrong permits and penalty risk.
Anatomy of the 12 digits
The Turkish tariff code (GTİP) is the goods' identity number in customs language. The first six digits are worldwide (Harmonized System); the rest add regional and national detail:

So the 6- or 8-digit code your supplier gives you is a starting point; in Türkiye the declaration is filed on 12 digits.
Why it matters this much
- Duty rates hang on the position; neighbouring positions can differ sharply.
- Permits and certificates (standards, agriculture, health, surveillance) are keyed to the position.
- A wrong declaration can trigger back-assessment and a penalty of up to three times the duty difference (Law No. 4458, art. 234; differences above 5%).
How is the right position found?
- Pin down what the goods are, what they are made of and what they do; classification starts from these three questions.
- Read the section and chapter notes of the tariff schedule; they are the legal basis of classification.
- For borderline products, apply for Binding Tariff Information (BTI); the ruling binds the customs administration too and is valid for six years from issue (Law No. 4458, art. 9).
